About FSI Language Difficulty Ratings
The Foreign Service Institute (FSI) of the U.S. Department of State has been training diplomats in foreign languages since 1947. Their research provides the most comprehensive data on how long it takes English speakers to reach professional proficiency (approximately C1/ILR 3) in various languages.
FSI estimates are based on classroom instruction hours plus independent study. Hours to C2/mastery are roughly 30โ50% more than hours to C1. The CEFR levels (A1 through C2) represent a progression from complete beginner to near-native mastery.
